- The chief trouble with learning to read and write is that English
- spelling is half logical and half illogical, it is half phonetic
- and half unphonetic, half rule-abiding and half not. Only a good
- memory can keep in mind which condition applies to which word.

- single effort that the human undertakes, and he must do it as a child."
- The result is that there are more than 27 million English speaking
- adults in the U.S. who are functionally illiterate.
